Human Resources Department

The Human Resources Department is a consolidated unit which includes Personnel Services (Civil Service), Labor Relations and Employee Benefits, Training and Development and Affirmative Action. The department provides a full range of support services for all classified and unclassified personnel for all City Council departments. In addition, the Personnel Services Division provides services to the Park and Recreation Board, Library Board, and Board of Education.

The services provided include:

  • workforce diversity/goal setting and monitoring

  • testing/tutoring programs
  • job classification
  • record maintenance and audit
  • other personnel related programs
  • performance appraisal

  • upward mobility

The overall objective is to attract and retain a qualified workforce representative of a diverse community in order to deliver services to the citizens of Minneapolis.

The responsibilities are implemented through the City Coordinator, Civil Service Commission, and appropriate City Council committees and independent boards.
