Mediation Compliance Unit (MCU)

In December 2003, the Minneapolis Police Department (MPD) signed a historic Memorandum of Agreement (MOA) with the Unity Community Team (UCT) comprised of Minneapolis community leaders. From guidance derived from the US Department of Justice, this agreement was signed by key parties involved and included a timeframe for compliance of 109 separate action items. This MOA is designed to address several issues relating to the MPD and how we manage and conduct police business. These 109 Action Items address such issues as use-of-force policies and procedures, training, investigations, canine use, and public education and outreach. In many cases, the MOA modifies reforms that the MPD had begun implementing over the last few years. Lieutenant Brad Sporny is Commander of the Mediation Compliance Unit. Its mission is to manage MPD resources that ensure compliance of the MOA.

This Web link is designed to provide the citizens of Minneapolis an opportunity to read the full MOA including a progress spreadsheet which demonstrates the work that has been accomplished. It also contains information on meeting schedules that all citizens are invited to attend. Any questions relating to the MOA should be addressed to Lt.
