MPD HIGHLIGHTS for the week of 12- 18 February, 2008

CITYWIDE TRENDS

The MPLS total violent crime rate is 5% lower than at this time in 2007.

There have been 3 homicides this year to date. There were 8 homicides by this time in 2007.

The number of robberies remained the same (27) this week compared to this week in 2007.

Aggravated assaults decreased 11% this week in 2007 and are down 21% in this year-to-date period.

There were 10 rapes this week, double the number reported this week in 2007.

Total property crimes are 42% lower in this week period than in 2007.

Burglaries are 29% lower in this year-to-date period than in 2007.

84 weapons have been recovered so far this year, 23 from the 3rd Precinct and 33 from the 4th Precinct.

100 blk 4th St N; 2nd/7th Av; 7th/Hennepin Av: Sunday evening from at approx 9:15-10:30, officers responded to several large fights, SHOTS FIRED calls; crowds of teens attending club event became involved in altercations with one another, gun violence erupted; 1 victim sustained non-life- threatening gunshot injury located; 2 handguns recovered: several Arrested/ RECOVERED WEAPON/ASSAULT

Lake St/Chicago Av S: Officers called to monitor traffic, assist with crowd of over 200 walking on street rallying for immigration issues; marchers walked for 10 blks in peaceful, orderly way; no problems noted

 

2600 blk Irving Av N: Officers dispatched to shooting of juvenile, found 17-yr-old male victim with gunshot wound at scene, transported to North Memorial Hospital where he later died; at first witnesses said that wound was self-inflicted; later determined victim shot unintentionally by another teen: Arrested/ MURDER (18 yr old with 28 previous criminal history entries)

38th/Nicollet: Officers observed van matching description of one used in 3 robberies (above); officers stopped vehicle, spoke with driver; officers determined they had correct suspect vehicle: officers stopped van, apprehended suspects: 3 Arrested/AGGRAVATED ROBBERY (driver cited for CURFEW violation)

Homicide Unit

Charges: A 15-yr-old male has been charged by juvenile petition in the death of 70 year-old Pirkko Gaultney; the boy was charged with 2nd deg MURDER during the commission of a burglary and 2nd deg MURDER during the commission of a robbery. On 13 Feb 4th Precinct officers responded to 3657 Fremont Av N to check the welfare of Pirkko Gaultney; officers found that someone had broken into the home, discovered the woman’s body inside the residence. Two other juvenile males, 15 and 16 yrs of age, were arrested in connection with this case but have been released pending further investigation.

Charges: Criminal charges have been filed in the 16 Feb shooting death of David Andre Fields.Torrance Hennessy Robinson (10/29/89) has been charged with 2nd Deg MANSLAUGHTER (felony)/ Prohibited person in possession of a firearm (felony). 4th Precinct officers responded to a shooting at 2619 Logan Av N, found Fields with a serious gunshot wound to his head. Fields was transported to North Memorial Medical Center were he died of the gunshot injury on 17 Feb. According to the complaint, Robinson was interviewed by Homicide investigators Porras and Kjos; he admitted that he had brought a loaded handgun to the house on Logan. Robinson further admitted that he was playing around with the gun by pulling the trigger and seeing if the next cylinder was loaded, the handgun fired and he remembers Fields falling to the ground bleeding. Robinson then ran from the scene. Additional interviews with others that were at the address corroborated Robinson’s story; Robinson is in custody at the Hennepin County Adult Detention Center; bail has been set at $100K.

SOD Patrol: Officers handled/initiated 291 calls; made 142 traffic stops, 44 misdemeanor arrests, 8 felony arrests; SOD officers responded SWAT call in 5800 blk 42nd Av S, after setting up perimeter, suspects called out, residence secured; assault rifle, shotgun used in aggravated assault recovered; SOD officers responded to shooting in 1st Precinct, found the suspect vehicle at 2nd Av N/7th St, recovered .22 cal handgun (used in the shooting)

Warrant Team: Executed 8 high risk warrants, 15 arrested (6 felony); recovered .22 cal rifle from warrant executed in 1000 blk 19th St E; officers made an additional 6 directed patrol arrests

Bomb Unit: Sgt instructed 3-hour class on explosive recognition, suspicious package response, suicide bombers, vehicle-borne devices, emerging threats to River Falls, WI PD; Bomb Squad Unit training day: issued new gas masks, fit-tested all team members; team members trained on bomb squad response to suspicious package scenarios

Traffic Unit: Traffic officers made 528 stops last week, issued 572 citations, made 49 arrests; officers also investigated 21 accidents, 3 squad accidents

CODEFOR PATTERNS & ACTIONS

1st Precinct: An increase in robbery has been pushing up the total violent crime rate, now at 10% over this time last year. Officers have noted a trend of robberies committed after people agree to meet via an Internet ad and are working on a coordinated approach to resolve this problem. The total Part I crimes fell by 37% this week and has increased by 4% in this year-to-date-period. Total property crimes fell by 48% this week and are up slightly, by 2% for the year.

2nd Precinct: The overall violent crime rate decreased 30% in this year-to-date timeframe, but this week saw an increase of 33%. There were three robberies this week and one aggravated assault. Total property crimes have decreased significantly by 55% this week and by 37% this year. Burglaries and thefts of computers and electronics in the University area remain a cause for concern. Crime Prevention Specialists and officers are working with university police and the community to increase security.

3rd Precinct: Total violent crime rose by 4% this week, but is down by 5% for the year-to-date period. Robbery is 7% higher than at this time in 2007, but is down 18% this week. Officers made several key arrests for robbery this week. Last Saturday, Latino patrol officers participated in large Latino Crime & Safety Fair hosted by Mercado Central at Bloomington & Lake. The Fair, coordinated by Precinct/Central SAFE and Mercado Central along with the key members of the Latino community, provided an opportunity for police officers to connect with the community. Patrol officers were there to talk with people on police-related topics and personal safety concerns.

4th Precinct: Violent crime rates continue a downward trend for the week and for the year, both down by approximately 15%. The precinct saw a record low in Part I crimes. Officers did note an emerging pattern of violence among rival gang members; there were several shootings reported this week involving juveniles firing shots at houses. Precinct officers are collaborating with Community Response Team officers, Juvenile Probation, the Violent Offenders Task Force and the Metro Gang Strike Force to turnaround this spike in juvenile gun violence. Property crime has decreased by a third over this time last week and last year.

5th Precinct: Total violent crime remained at the same rate this week last year, but has risen in this year-to-date period by 29%. Officers made significant arrests stopping a pattern of robberies which were committed by three teens. Property crimes fell by 48% this week with significant decreases in burglary, auto theft and larceny.
