MPD HIGHLIGHTS for the week of 5 May – 11 May 2009

CITYWIDE TRENDS

The MPLS total violent crime rate is 16.4% lower in this year-to-date period than in 2008.

MPLS has had 4 homicides this year to date (69.2% decrease from YTD 2008).

Robberies 27.9% this year-to-date.

Burglaries increased 0.7% YTD compared to YTD in 2008.

Aggravated assaults fell by 4.5% year-to-date compared with this YTD in 2008.

Rape has decreased by 15% this year-to-date over last year-to-date.

Total property crimes decreased 13% in this year-to-date period.

A total of 197 weapons have been placed into evidence thus far in 2009.

Hennepin/5 St S:

Suspect was kicked out of a nightclub for bring underage and intoxicated. Suspect began causing a disturbance outside the club, so off-duty officer asked him to leave. Suspect refused, then assaulted the officer. Another suspect attempted to step between officers and the first suspect; this suspect was taken into custody. 2 arrested/ASSAULT 4 / OBSTRUCT LEGAL PROCESS

CID investigating

1700 blk Como Av SE:

Squads were called in response to multiple vehicles being damaged.  Two suspects kicked off the side mirrors to at least 9 vehicles that were parked in the area.  The suspects were taken into custody. Arrested/ DAMAGE TO PROPERTY

Precinct investigating

25 St E/16 Av S:

Officers responded to a call that 2 suspects had pointed a gun at several parties. Officers spotted the suspects and approached them; the suspects then fled on foot.  Officers chased the one that was described as having the gun.  K9 Officer Blade and his partner tracked the suspect to a yard in the area.  A gun was located in a yard near where the foot chase started. Arrested/PC WEAPONS

CID investigating

Golden Valley/Morgan Av:

Officers spotted vehicle driving without lights.  All suspects slumped so low only tops of heads showed.  While checking the car a handgun was lying between one occupant’s feet.  3 suspects were secured and a second handgun was found under the driver’s seat. Suspects had just robbed victim of approximately $100 to $300. 3 arrested/ ROBBERY OF PERSON

3100 blk Irving Av S: Squads responded to call of two males possibly casing vehicles. Squads found the males and, during the stop, one of them ran from officers.  After a foot chase and assistance from the residents of the neighborhood, officers found suspect hiding inside a garbage can.

100 blk Grant St W:

Officers received information from a confidential informant about a narcotics delivery. Officers stopped the suspect vehicle and recovered 13 grams of crack cocaine and $441. Arrested/PC NARCOTICS

CRT investigating

100 blk 14 Av NE:

A witness observed a male carrying a TV down the street and called the police.  The suspect was taken into custody and booked.  The suspect was also found in possession of stolen jewelry from the same residence. Arrested/ BURGLARY OF DWELLING

Precinct investigating

2900 blk 39 Av S:

Officers responded burglary in progress call. Officers located 4 suspects; all were taken into custody and id’d by witnesses. Several iPods, cell phones, and power cords were found on the suspects.  About one hour later officers were called to area on call that a young female was trying car doors in the area. Officers located the last suspect with a bag full of items that were obviously taken from vehicles.  5 arrested/PC BURGLARY / MOTOR VEHICLE TAMPERING / THEFT FROM VEHICLE

Precinct investigating

37 Av N/Aldrich Av N:

Officers dispatched to a call where the suspect had broken out a window in vehicle that belonged to victim.  Upon arrival, officers were told that the suspect came screaming out with a knife toward victim’s vehicle and broke out the window where her 4 year old daughter was sitting. Knife was found in the street.  No injuries. Arrested/ASSAULT 2

CID investigating

2600 blk Girard Av S:

Victim said that the two suspects approached him and asked for a cigarette. Victim said that as he was reaching for a cigarette the suspects started assaulting him. Victim said that at one point during the assault the one of suspect struck in the head with a bottle causing cuts to his head. The suspects were not successful in taking his wallet. Suspects then left the area. Victim was transported to HCMC.

Investigations Units ~ Special Operations ~ Joint Task Forces ~ Support Operations

Domestic Assault

Investigating: 12 in-custody cases assigned; 12 suspect cases assigned

Charged: Suspect Robert Taylor assaulted victim at Little Earth. The victim reported the assault in person at HCMC. Taylor was later arrested for 5th Degree Assault. Minneapolis City Attorney’s Office brought the case to MPD’s attention for possible felony charges, and TAYLOR was handed over to U.S. Marshals on an outstanding federal warrant. Hennepin County Attorney’s Office charged Taylor with 3rd Degree Assault from this case and Taylor’s Probation Officer is seeking to revoke his federal probation.

Narcotics Unit

Day cases - 24 cases assigned, 11 submitted for charging, 5 on-going investigations, 4 unfounded, 3 re-routed to other units, 1 tab charged and 8 complaints signed and filed.

Operations

Investigating: MPD Narcotics conducted a controlled buy using a confidential informant in South Minneapolis and were able to purchase a quantity of heroin.  Search warrant obtained and executed; officers recovered drug paraphernalia for packaging, $7,000.00 and arrested one individual. Officers learned a shipment of heron en-route. 

Investigating: MPD Narcotics conducted extensive surveillance on OCDETF “Fish tales” case and suspect.  Suspect distributes large amounts of cocaine.  Suspect is very surveillance-conscious and permission was obtained to place tracking unit on vehicle.  

In court: Most of the Narcotics Unit in Federal trial this week on a gun case that the Narcotics Unit initiated in 2008.  During investigation a handgun, large amount of Marijuana and a bullet proof vest were recovered. Jury found the defendant guilty on all counts. The defendant is a career criminal and is looking at 15 years to life because of a prior murder conviction in Cook County IL.

Pharmaceutical

Investigating: Active investigation opened into nurse who is stealing pain medication from patients at a clinic.  FDA and DEA assisting on this investigation; possible sales and tampering of medication are involved.      

Investigating: Active case investigation with DEA regarding doctor who has admitted to having sex with a patient, and is further alleged to writing prescriptions for controlled substances as payment.  Suspect has voluntarily surrendered medical license to practice. Search warrants being obtained; state and federal charges are being considered.

Outreach: MPD and DEA Pharmaceutical Sections were invited to speak with and train medical practitioners at HCMC medicine clinic in regard to protecting their DEA numbers from Forgery and Fraud.

Robbery Unit

Investigating: 15 cases Robbery of Person, 1 assigned; 15 cases Aggravated Robbery (including Auto), 9 assigned; 2 Robberies of Business, 2 assigned; 0 cases unfounded; 4 cases closed by arrest; 0 cases exceptionally cleared; 9 cases transferred to another unit; 4 cases open pending further info; 8 cases open

Investigating: 2700 E Lake St: Victim was helping his 94-year-old mother out of her car in the parking lot when he was approached from behind by suspect who stuck an object in the victim’s back and announced a robbery. Suspect then wrenched the purse from the grasp of the 94-year-old female and fled the scene. Video was obtained from a nearby business and the name of a possible suspect was obtained from patrol officers. A PC Pickup was issued for the suspect, after the son of the female victim picked him out in a line up.

Investigating: 26 Av N/ Irving Av N: Victim was robbed at gunpoint by an acquaintance. Officers located part of the loss, a bicycle, in an alley. Sgt. McDonald was assigned the case and located suspect in HCJ, who was in for a drug arrest.

Investigating: 2600 blk Girard Av S: Victim leaving a party was assaulted, robbed and struck over the head with a bottle by 2 suspects. The victim was taken to HCMC and the bottle was inventoried. Sgt. Harvey is assigned the case and is processing the evidence for fingerprints and DNA.

Sex Crimes Unit

Investigating: 19 cases routed; 10 assigned; 2 in-custody case

Investigating: CSCR: 3600 blk 26 Av S: Victim of stranger rape on 4/23/2009 reported second sexual assault by same suspect. Victim was unable to give detailed description of second assault.

Charged: 1st Degree CSCR: Antonio Lamaus Porter.  Victim was driving car, recognized Porter as slight acquaintance.  He entered car, removed keys, strangled and raped female.  Suspect is known by nickname “Big Baby”.  He was identified by investigators and arrested. 

Charged: 1st Degree CSCR: Shirdon Mohamed Nur, charged with rape of a vulnerable adult. Nur met victim on chat line, arranged a ride for victim to an apartment and raped her.  Suspect admitted to investigator that he knew the victim was vulnerable. 

Charged: False Imprisonment: Austin Mckevin Lee. Suspect met victim, gave ride to isolated area, pulled out gun and demanded sex.  Victim was able to call 911.  Suspect fled, but was identified by vehicle license plate.  This is second arrest for same crime involving Lee. 

Special Operations Division

SOD Patrol: Answered or initiated 249 calls; made 143 traffic/suspicious vehicle stops, 21 suspicious person stops; made 43 misdemeanor arrests; 5 gross misdemeanor/felony arrests.

Precinct 4: Assisted on shots fired call; Squad 927 booked one for PC Weapons. ▪ Stopped an occupied stolen vehicle in the 900 block of Broadway Av; booked one for PC Auto Theft. ▪ Stopped another occupied stolen vehicle at 14 Av N/Lyndale Av N; booked one for PC Receiving/Concealing Stolen Property.

Traffic & Accident Investigations Unit: Traffic officers made 680 stops this week and, of those stops, issued 729 citations and made 38 arrests. Officers also investigated 15 accidents; Accident Investigations assigned 27 cases.

Bomb Unit: Assisted SWAT with an Operation 100 at 60th and Columbus Av S. Used robot to make entry into the house and locate the person inside ▪ Assisted Brooklyn Park PD at their police station with suspicious items in a vehicle. ▪ Assisted Brooklyn Park PD at 76th and Irving Av N with their SWAT team on a search warrant.. A robot was used to enter and search it using the onboard camera systems.

K9: 29 Av N/Penn Av N: Assisted Fourth Precinct officers on narcotics search of vehicle. K9 located a large amount of marijuana in the vehicle. ▪ 3900 blk Logan Av N: Assisted Fourth Precinct officers on an attempt pick-up. Suspect surrendered after hearing K9 warning. ▪ 3600 blk Emerson Av N: Officers responded a domestic stabbing call. K9 located suspect in an upstairs bedroom; suspect was taken into custody. ▪ 2500 blk 17 Av S: Assisted Third Precinct officers who were chasing a suspect armed with a handgun. K9 tracked and apprehended the suspect who was hiding in a backyard.

Juvenile Division

Investigations: 150 routed; 61 assigned

Charged: Assault: 2000 blk Portland Av S: The suspect used a knife to assault his father after an argument. Sgt. Sauer was assigned; County Attoryney charged the suspect with one count disorderly conduct.

Investigating: Robbery: Lake St/Irving Av S: Unknown suspects hit the victim on his face with weapon(s). Victim suffered facial trauma and was taken to HCMC by paramedics. The suspects were GOA.

School Resource Officers:

HIGH SCHOOLS: Henry: Truant cited. Roosevelt: Runaway cited. South: Underage smoking citation; Theft; Disorderly conduct. Success Academy: Warrant arrest.

MIDDLE SCHOOLS: Bethune: Marijuana. Green Central: Theft. Harrison: Truant cited; Damage to Property. Lucy Laney: Robbery of person report. Northeast: Assault 2 (student hit with rock). Riverbend: Assault on staff (x2); Terroristic Threats.

Proactive: Check out Henry High Schools website this month! Officer Pettis is listed giving information about the Minneapolis Police Department’s Juvenile Diversion Program on summer jobs. Those students who are interested in learning about working in the community, attending meetings and events, along with learning soft job skills were encouraged to contact Officer Pettis for more information. The students will be working with Rick Maas, our Diversion Specialist.

Forensic Division

Photo Lab: Staff attending school.

Firearms: Examined 1 gun and completed 1 SN restoration.

Highlights: Firearms lab received two awards from the Bureau of Alcohol, Tobacco and Firearms (BATF): one for their 300th NIBIN hit and a second award recognizing their submission of firearms evidence to the NIBIN computer system which resulted in the first identification which was solely responsible for solving a major crime cold case. ▪ IBIS tech completed training from BATF and is now certified on NIBIN.                     

Field Operations:   Processed 23 Crime Scenes and 289 items of evidence. Examined 34 latents, making 7 identifications.

Highlight: Latent developed in case number 09-109268 led to PC pickup on a burglary case.                                    

Forensic Garage:  5 vehicles processing in progress.                                                  

MAFIN (Midwest Automated Fingerprint Identification Network): 11 MAFIN entries made.  10,000 Old cards expunged from system.

Highlights:   3 MAFIN hits.  1 homicide; 2 assaults. 

Video: Analyzed 4 video/cd/dvds; made 18 video copies; 12 still prints and  3 photo discs.

Computer Forensics:  9 new requests for forensics media examinations.  30 examinations pending.  8 examinations in progress. 9 media examinations completed.  84 on going pro-active examinations related to child pornography.

Highlight:  Referred evidence regarding a child pornography distribution case to St. Paul for investigation. ▪ Charged suspect with distribution and possession of Child pornography. ▪ Discovered 108 child pornography images/videos found on computers of 2 suspects. ▪ Assisted on 2 search warrants related to child pornography investigations by FBI and ICE.

Motor Vehicle Theft Program

Investigating: Bait vehicles were deployed last week and there was an activation in the 4th Precinct. The tape was reviewed and no one was seen on tape although the vehicle was pushed down the street and parked. Vehicles will be redeployed this week.

MPD/ATF Weapons Task Force

Investigating/Charged: The MPD/ATF Weapons Task Force assigned 8 cases for investigation with 14 people arrested. 7 cases were presented for charging, 2 cases were charged, 5 cases are awaiting charges and 1 case remains under investigation.

1st Precinct: Overall violent crime is 5.8% lower than at this time in 2008. Property crime rates decreased 20.2% compared to the same time frame in 2008.

2nd Precinct: Total violent crimes have decreased 24.4% over this time frame last year; overall property crime is down 3.2%.

3rd Precinct: Violent crime fell 16.8% year-to-date compared with last year. Property crime fell 22.5% YTD in 2009 compared to 2008.

     

4th Precinct: Violent crimes increased 4.2% YTD compared to 2008. Property crime increased 4.3% YTD compared to last year.

5th Precinct: Violent crime rates have decreased by 38.9% over last year at this time. Property crimes have decreased 15.4% thus far in 2009.
