MPD HIGHLIGHTS for the week of 22 December – 28 December 2009

CITYWIDE TRENDS

The MPLS total violent crime rate is 12% lower in this year-to-date period than in 2008.

MPLS has had 19 homicides this year to date (52.5% decrease from YTD 2008).

Robberies 17% decrease this year-to-date.

Aggravated assaults fell by 9% year-to-date compared with this YTD in 2008.

Rape has increased by 8% this year-to-date over last year.

Total property crimes decreased 14% in this year-to-date period.

Burglaries decreased 15% YTD compared to YTD in 2008.

Auto theft has decreased 25% YTD over 2008.

A total of 695 weapons have been placed into evidence thus far in 2009.

Robbery of Person

Suspects asked a drunk victim for money to get home for Christmas.  Victim gave suspects $20.  Suspects then beat the victim and stole his wallet.  Two suspects were arrested and booked.  Victim went to HCMC for treatment of minor injuries.

Officers were dispatched to a stabbing call. Upon arrival, they determined that the man had been stabbed by a female that he was raping and that the stabbing was self-defense. The male and the female were both transported to HCMC. The male was then booked at HCJ.

3200 blk 3 Av S:

3 ARRESTED: Carjacking

Two victims were moving their vehicles to their garage due to the snow emergency when they were approached by four male suspects. One suspect, armed with a long rifle, ran up to Victim 1, ordered him out of the vehicle, then struck him in the head with the gun. Victim 1 fled and called police as he ran. Suspects left in the victims’ car and van and fled. Officers located both vehicles apprehended 3 of the suspects. A bolt action rifle with a sawed off stock was recovered on the floor of the back seat.

Assault 1

The victim walked into the gas station just before the suspect.  Video shows the suspect walking into gas station with another male and it appeared that they knew the victim.  Victim was shot twice in the chest area by the suspect.  Victim’s girlfriend remained in his car when he went into station and observed suspect running from store looking frightened.  There are many witnesses.  Victim and his brother had a prior argument with the suspect a few days back.

2 ARRESTED:

Bank Robbery

Officer observed a male running frantically down the street and get into a waiting van. The van sped off and ran a stop sign. Officer conducted a traffic stop. As the officer approached the vehicle, he looked inside the vehicle and saw a large stack of $20 bills behind the driver’s seat.

At this time Dispatch aired that a nearby bank had just been held up. Back up officers arrived and a felony stop was conducted. The scene was made safe and Suspects transported HCJ.

Robbery of Person

Suspect pushed the victim to the ground and then stole her purse.  Suspect then fled; responding officers were unable to locate him.  Victim not injured.

10 Av/University Av SE:

Assault 2

Officers were dispatched to a stabbing where the victim received multiple stab wounds to the head, neck, chest and back. The suspect later turned himself into Washington County authorities and admitted to stabbing the victim because he was curious about what it felt like.

26 Av S/41 St E:

Robbery of Person

Victim was followed from the LRT station at 38th/Hiawatha by 3 males dressed in black. They approached the victim and knocked her to the ground.  They punched and kicked her and took a bag and lunch box.  Suspects fled.  A K9 track was attempted but did not lead to the suspect.  Victim was uninjured.

Assault 2

The victim and her friend were in line on foot at drive-up ATM when the driver of the next car in line felt that they went out of turn.  An altercation ensued with driver striking the victim with her car.  Victim stated her hip was hurting but would get her own medical help.  Bank surveillance showed part of incident/plate number.

Lake St/Hennepin Av S:

5 ARRESTED: Receiving & Concealing Stolen Property

2 suspects were returning $500 in women's clothing without a receipt. The store manager watched them exit and get into a car that was parked in front of the store. The manager recognized the car and knew the vehicle had been used recently in organized thefts from the business. Officers arrived, stopped the car, and arrested 5.

Assault Unit

Investigating: Assault 1: 2600 blk Penn Av N: Victim was shot inside a store. Suspect fled the scene. Victim was transported via ambulance to the hospital after suffering two gunshot wounds to the chin and chest. Suspect named; PC Pickup issued. Case investigated by Sergeants J. Nelson and M. Osland.

Investigating: Assault 4: 2900 blk Park Av S: Officers were dispatched on an assault in progress. Upon arrival, parties were separated. During interview, suspect became combative and fought with officer. During the fight, suspect grabbed officer, pushed him back and grabbed at his duty belt. Suspect restrained. Suspect spit on officer. Suspect taken to HCJ and booked. Case investigated by Sgt B. Kohn.

Charged: Assault 2: 10 Av NE/University Av NE: Transit Officers responded to an assault in progress. Victim sustained multiple stab wounds and was transported to HCMC for medical treatment. Case investigated by Sgt D. Voss. Suspect apprehended and charged.

Child Abuse

Cases: 3 assigned

Investigating: CSCR: Sgt. Dea is investigating allegations that the grandmother’s ex-partner sexually assaulted her 5 year old grandson in August of 2009. Interviews are scheduled.

Charged: Aggravated Robbery of Person: Hennepin Av/5 St N: Male victim from Mississippi decided to go downtown to “look around.” Immediately taken for a tourist, two known robbers punched the victim in the face when he refused to give them money. When the victim tried to fight back, 2-3 other suspects joined the fray, taking the victim’s wallet. The suspects then fled into Sex World, where they were located by 1st Precinct officers. The victim identified both suspects in a show up. Sgt. Carlson was assigned the case and both suspects were charged with Aggravated Robbery.

Investigating: Bank Robbery: 2100 blk Blaisdell Av S: After four days of crack smoking, burglary and theft, two suspects decided to try their hand at bank robbery. Suspect 1 entered the bank with a demand note, while Suspect 2 waited in the getaway van. Suspect 1, high on crack, presented the note and then fled with over $4,000.00 in cash. While fleeing to the awaiting van, Officer Roth, on routine patrol, noticed the suspicious activity and conducted a traffic stop. After calling out the license plate, the dispatcher stated that the vehicle was connected to a gun burglary and aggravated assault the previous day in Scott County. After that information was aired, the bank alarm was dispatched. Officer Roth held both suspects until back up arrived. Both suspects were brought to City Hall, interviewed and jailed. Both were transferred to federal custody and charged with bank robbery on 12/30/09.

School Resource Officers

Kidconnect Assignments: With the assistance of the Juvenile Supervision Center, officers were able to connect with 53 residences (43 separate case numbers). Concentrations in the 4th & 3rd Precincts.

Police Athletic League: Multiple officers assisted as needed. The School Resource Officers were a great asset to PAL this week as most MPD officers believed PAL was to be abolished and did not sign up for events. Sgt. Schwartz knew he could count on our officers to be there to help out.

Forensics Division

Computer Forensics: 3 new requests for forensic media examination, 39 examinations pending, 2 media examinations completed.

Investigating:

• 7 digital media forensic examinations in progress

• 30 ongoing proactive child pornography distribution investigations.

• 11 subpoenas sent to internet service providers

• 6 child pornography cases referred to outside agencies.

Firearms: Examined: 19 guns; 0 bullets; 31 discharged casings; 17 IBIS entries with 1723 correlations done. 0 positive IDs made with 0 inconclusive IDs made. 6 serial number restorations done.

Crime Gun Identified: Hi-Point 9mm handgun, recovered at 4th Precinct party call, ID’d via IBIS as firing discharged casing recovered at 2nd Precinct homicide.

Field Operations: Processed 24 crime scenes and 431 items of evidence. Examined 32 latents, identifying 11 prints to 4 suspects. 330 comparisons were made.

Forensic Garage: 6 vehicles were processed.

MAFIN: MAFIN down, couldn’t enter new latents. 200 reverse searches completed with 450 comparisons. Assisted with 3 verifications.

Photo Lab: 520 photos created, 61 MPD patrol/investigative rolls developed, 1 CLU rolls developed, 18 CDs copied, 190 CDs backed up.

Video: Analyzed 1 video; made 18 video copies; 10 still photos; and 2 photos discs made. Performed 2 other procedures. 0 audio discs made.

SWAT: WARRANT SERVICE: 4000 blk Clinton Av S: Assisted Gang Enforcement Team. 4 adult males turned over to ICE. ▪ 2400 blk 13 Av S: Assisted Gang Enforcement Team. Recovered 2 baggies of crack. ▪ 2900 blk Lyndale Av N: Assisted 4th Precinct CRT. Recovered a shotgun, crack cocaine. 2 booked on felony warrants. ▪ 3000 blk Emerson Av N: Assisted 4th Precinct CRT. Recovered crack cocaine. ▪ 3000 blk Emerson Av N: Assisted 4th Precinct CRT. Recovered crack cocaine. ▪ 1200 blk Penn Av N: Assisted 4th Precinct Directed Patrol. ▪ 2400 blk Sheridan Av N: Assisted VOTF. One arrested for PC Weapons. DIRECTED PATROL ACTIVITIES: 4 calls answered; 8 traffic stops made; 2 suspicious person stops; 1 traffic arrest.

SOD Patrol: Officers answered or initiated 153 calls; conducted 109 traffic/suspicious vehicle stops; made 5 suspicious person stops; made 22 misdemeanor arrests and 8 gross misdemeanor/felony arrests.

Directed Patrol: Precincts 3 and 4.

K9 Unit: 31 Av N/Penn Av N: K9 officer observed an occupied stolen vehicle. Stop was made and suspect taken into custody. ▪ 4300 blk Girard Av N: Assisted DOC on an attempt pickup. Suspect refused to come out; however, after hearing K9 barking and K9 warning, suspect surrendered. ▪ 25 St/Central Av NE: Assisted DOC on an attempt pickup. Suspect taken into custody without incident. ▪ 2100 blk Blaisdell Av S: Assisted 5th Precinct officers on a bank robbery. Two suspects taken into custody.

Traffic Unit: Traffic Officers made 334 stops last week and, of those stops, issued 354 citations and made 20 arrests.  Officers also investigated 24 accidents. Accident Investigations assigned 38 cases.

Bomb: Central Av NE/Hennepin Av E: Responded to a suspicious backpack. ▪ Began investigation into bomb threat called into a business on 12 Av N.

Public Housing: 19 Av/3 St S: Narcotics. Sent chemist report to property manager for eviction. 8 St/ Spring St NE: Narcotics. Sent chemist report to property manager for eviction. 16 St/6 Av S: Assault report sent to manager. 5 St/Oliver Av N: Burglary report. 19 St/4 Av S: Conducted knock and talk and advised resident on allowing previously-trespassed individuals in the building. Forwarded information to MPHA. Contacted all north side high rise property managers. Conducted stairwell checks in all south side high rises.

Motor Vehicle Theft Program

Bait vehicles are tentatively scheduled to be deployed this week.

MPD/ATF Weapons Task Force

Investigating: The MPD/ATF Weapons Task Force assigned 3 cases for investigation. 1 case was submitted and charged, 1 case was deferred and 1 case is awaiting DNA analysis.

CODEFOR PATTERNS & ACTIONS

1st Precinct: ZERO homicides in the precinct this year. Overall violent crime is 9% lower than at this time in 2008. Property crime rates decreased 19% compared to the same time frame in 2008.

2nd Precinct: Total violent crimes have decreased 13% over this time frame last year; overall property crime is down 8%. The precinct has had a 28% reduction in auto theft YTD.

3rd Precinct: 45% reduction in homicide YTD compared to 2008. Violent crime fell 11% year-to-date compared with last year. Property crime fell 18% YTD in 2009 compared to 2008.   

4th Precinct: 74% reduction in homicides in 2009 over 2007 and 15% reduction in aggravated assaults for that two-year span. Violent crimes decreased 9% YTD compared to 2008. Property crime decreased 11% YTD compared to 2008.

5th Precinct: Violent crime rates have decreased by 19% over last year at this time. Property crimes have decreased 11% thus far in 2009. 26% YTD decrease in robbery.
